Eurasian Economic Commission's internal market protection department issued an announcement making an anti-dumping final determination on new pneumatic rubber tires originating from Thailand and Vietnam, recommending anti-dumping duties for five years.
This is an important step by the Eurasian Economic Union (EAEU) to extend trade remedy coverage to Chinese tire enterprises' overseas bases, following long-term duties on Chinese-made truck tires.
According to the disclosed tax rate scheme, for Thailand, Prinx Chengshan, Maxxis, General Rubber and other enterprises face a 17.05% rate, while other Thai producers and exporters face 22.37%. For Vietnam, Jinyu Tire faces 11.31%, Sailun and ACTR face 16.48%, Advance Tyre faces 17.25%, COFO Tires, Danang Rubber, and Haohua face 14.99%, and other Vietnamese producers and exporters face 17.25%.
The products involved are new pneumatic rubber tires with rim diameters from 17.5 to 24.5 inches, used for trucks, buses, trolleybuses, dump trucks, trailers and semi-trailers.
The investigation was initiated by Belarusian Belshina, Russian Cordiant, and Nizhnekamsk Truck Tire Factory. The investigation period was April 2024 to March 2025.
The investigation found dumping margins of 24.17% for Thailand and 19.59% for Vietnam. From 2022 to 2024, EAEU truck tire production fell 5.6%, capacity utilization dropped 4.9%, and sales profit declined 58.7%.
Chinese tire enterprises have in recent years used Thailand and Vietnam as core stepping stones to circumvent European, American, and Eurasian tariff barriers. This anti-dumping measure directly targets thislayout strategy.
The impact on each enterprise depends on the proportion of EAEU market revenue. Sailun's Vietnam base is an important source of global profit, but Sailun has already advanced multi-point layout in Cambodia, Indonesia, Mexico, Egypt and other places. Jinyu's 11.31% rate is the lowest in the Vietnam tier. Prinx Chengshan's Thailand factory exports mainly to the US, Europe, and Russia; the 17.05% rate will directly compress its EAEU export profit margins.
Russia's domestic production capacity substitution is limited. Importers noted that existing EAEU capacity can only meet about half of truck tire demand. Taxes may lead to shortages of certain models and price increases, ultimately passing through to transportation costs.
In the long term, this anti-dumping further confirms that a single overseas base cannot hedge systemic trade risks. Chinese tire enterprises' global capacity layout is shifting from "Southeast Asia concentration" to "multi-region dispersion".
