Multiple Automakers Publicly Criticized by China's MIIT for Production Consistency Issues

On August 28, China's Ministry of Industry and Information Technology (MIIT) publicly exposed a batch of typical cases from its new energy vehicle production consistency supervision and inspection, involving multiple automakers including BYD and Geely.
According to the announcement, the inspected new energy vehicles were found to have four main categories of issues:
1. Missing Manuals or Parameter Inconsistencies
Sample vehicles were not equipped with instruction manuals, or certain parameters were inconsistent with those in the "Road Motor Vehicle Manufacturer and Product Announcement" (hereinafter referred to as the "Announcement"). Zoomlion Heavy Industry Co., Ltd.'s ZLJ5328GJBLBEV pure electric concrete mixer truck was not equipped with a manual, and its tire manufacturer information was inconsistent with the Announcement parameters. Guangxi Automobile Group Co., Ltd.'s GXA5032XLCEV pure electric refrigerated truck's onboard real-time monitoring device model was inconsistent with the Announcement parameters.
2. Dimension Deviations Exceeding Allowable Tolerances
The deviation of sample vehicles' overall dimensions and other parameters from the declared values in the Announcement exceeded the allowable error range. Zhejiang Haoqing Automobile Manufacturing Co., Ltd.'s JL7001BEV71 pure electric sedan's wheelbase and Hebei Hongchun Special Vehicle Manufacturing Co., Ltd.'s CHP5010XDYBEV-LZW pure electric power supply vehicle's overall height deviated from the declared values beyond the Announcement's allowable error range (1%).
3. Fuel Consumption Exceeding Declared Values
Sample vehicles' fuel consumption and other parameters exceeded the manufacturer's declared values in the Announcement. BYD Auto Industry Co., Ltd.'s BYD7153WT6HEV plug-in hybrid sedan's fuel consumption in charge-sustaining (CS) mode exceeded the company's declared value in the Announcement.
4. Non-Compliance with National Safety Standards
Sample vehicles' emergency window net areas and side/rear guard device performance did not meet national standard requirements. Foshan Feichi Automobile Technology Co., Ltd.'s FSQ6650BEVGA pure electric city bus's emergency window net area did not comply with GB 13094-2017 "Requirements for Bus Structure Safety." Sichuan Nanjun Automobile Group Co., Ltd.'s NJA3120EDH32BEV pure electric dump truck's left-side guard and rear underrun protection device did not comply with GB 11567-2017 "Requirements for Side and Rear Underrun Protection for Automobiles and Trailers."
Regulatory Actions and Industry-Wide Campaign
For enterprises found to have production consistency issues, MIIT has taken corresponding measures based on the severity of the circumstances, including ordering rectification, suspending or revoking relevant product Announcements, and suspending the electronic transmission of product certificate information for affected enterprises.
On the following day, MIIT released the "Notice on Launching a Special Action for Road Motor Vehicle Product Production Consistency and Quality Improvement." This enhanced enforcement action will conduct a nationwide one-year special campaign on road motor vehicle product production consistency and quality improvement to regulate the new energy vehicle industry's competitive order and safeguard product safety baselines.
