Overview
The current national standard for used car appraisal and evaluation, GB/T 30323-2013, is set to undergo revision, with the initial draft expected to be completed by the end of 2026 and formal implementation scheduled for 2027. The standard has been in effect for over a decade since its introduction in 2013.
Background
According to the China Automobile Dealers Association (CADA), the used car market has expanded significantly over the past decade. New energy vehicle penetration has risen rapidly, and new application scenarios such as used car exports and judicial disposals continue to emerge. The original standard has shown increasing shortcomings in areas including accident vehicle determination, NEV appraisal, and personnel qualification management.
Five Key Revision Dimensions
1. Restructuring the accident vehicle determination logic and classification system. The revision will eliminate the previous one-size-fits-all quantitative metric of determining accident status by centimeter measurements, replacing it with a comprehensive assessment based on relevant regulations and standards, considering damage severity, nature of damaged components, whether repair processes meet specifications, and post-repair safety performance test results.
2. Adding specialized appraisal standards for flood-damaged and fire-damaged vehicles. For flood-damaged vehicles, the revision will specify core determination features as continuous lateral waterline erosion marks and longitudinal layered corrosion and sediment deposits formed by prolonged stationary water exposure, distinguishing these from scattered traces such as sunroof leaks or localized splashing. Flood damage will be classified into two tiers: low-risk and high-risk.
3. Incorporating new energy vehicle powertrain (battery, motor, and electronic control) system appraisal content, with safety status and health status disclosed separately.
4. Standardizing and optimizing the full-process management of appraisal and evaluation.
5. Broadening the standard's applicable scenarios, including used car exports and judicial disposals.
Industry Impact
The establishment of a standardized appraisal system essentially provides a unified measurement tool for pricing the used car asset class, which exceeds one trillion yuan in scale. Clear accident vehicle classification and battery health disclosure will directly affect the depreciation rate curves of vehicles in different conditions, thereby influencing residual value assessments on the financial side, insurance pricing, and credit tiering of asset-backed securities.
