Lianyungang Maritime Safety conducts waterborne joint patrol enforcement on the first day of National Day holiday
On October 1st, to ensure stable maritime traffic safety in the jurisdiction, the Lianyungang Maritime Bureau, in collaboration with local agricultural and rural departments, carried out a joint waterway patrol and enforcement action on the first day of the National Day holiday. This effort comprehensively safeguarded the smooth, safe, and orderly navigation of the jurisdiction’s waterways, dedicating their commitment to celebrating the nation’s anniversary.
This patrol covered key navigable waterways such as main port channels, anchorages, and bridge areas. It focused on high-risk areas, including densely trafficked zones of merchant and fishing vessels, areas concentrated with hazardous material transport, and construction operation sites. On-site inspections were conducted to ensure orderly navigation, identify potential safety hazards on ships, and prevent various risks. Simultaneously, the Lianyungang Maritime Bureau's Vessel Traffic Management Center fully utilized smart maritime supervision capabilities, implementing 24-hour uninterrupted remote electronic patrols. Using information technology tools such as VTS (Vessel Traffic Service), AIS (Automatic Identification System), and CCTV (video surveillance), real-time assessments of navigational conditions in the jurisdiction were performed. Dynamic tracking of key vessels and areas was conducted, and point-to-point safety warnings were issued, creating a two-way regulatory mode of "on-site patrols + remote controls." This effectively expanded regulatory coverage, enhancing risk warnings and emergency response efficiency.
Addressing the navigational risks posed by dense fishing activities and frequent crossings of merchant and fishing vessels in the jurisdiction, the Lianyungang Maritime Bureau maintained a proactive approach and collaborative efforts. Together with local agricultural and rural departments, they conducted a joint patrol and enforcement action focusing on co-governance of merchant and fishing vessels. They specifically targeted and rectified violations such as failing to maintain VHF watch, fishing boats unlawfully cutting across merchant vessel paths, deploying fishing nets in channel waters, and risking navigation by crossing main channels and anchorages. During the patrols, law enforcement personnel provided on-site guidance and warning education to violators, urging and reminding fishing boat crews to strictly comply with safety management regulations for preventing merchant-fishing vessel collisions.
In addition, law enforcement personnel simultaneously conducted inspections of navigation aids, meticulously checking the operational status, positional accuracy, and integrity of markers such as buoys and beacons within the jurisdiction. This ensured that all navigation aids were fully functional and operating normally, providing strong support for the safe navigation of vessels.
During this action, more than 100 vessels were inspected, and over 30 fishing boats engaged in illegal operations within channels were expelled. Throughout the National Day holiday, the Lianyungang Maritime Bureau will continue to increase patrol frequency in key waterways and during critical periods. They will normalize efforts in risk inspections, law enforcement supervision, and emergency preparedness, rigorously and meticulously building a robust maritime safety barrier to ensure safe and smooth waterways in the jurisdiction during the holiday.
