On the afternoon of September 14, the 2026 Senior Auditor Training Course for the Crew Training Quality Management System, hosted by the Maritime Safety Administration of the Ministry of Transport and organized by the Tianjin Maritime Safety Administration, commenced in Tianjin. Leaders from the Maritime Safety Administration delivered the opening remarks, and the Director of the Tianjin Maritime Safety Administration gave a welcome speech. Sixty trainees from 32 units, including various direct maritime safety administrations, local transportation authorities, the Maritime and Water Bureau of the Macao Special Administrative Region Government, and maritime colleges, attended the offline training, while 45 participants joined online.

During the opening remarks, leaders from the Maritime Safety Administration emphasized the importance of deeply understanding the responsibilities and mission of senior auditors and fully utilizing their roles as "quality inspectors" and "gatekeepers." They urged participants to establish themselves with "expertise," honing strong skills to become proficient "leaders"; to build trust with "integrity," reinforcing the foundation of honesty to act as impartial and strict "guardians"; and to establish systems with "practicality," strengthening closed-loop management to become "practitioners" driving improvements. Additionally, participants were required to strictly adhere to training attendance and discipline, complete all learning tasks with high quality, and gain deep insights to ensure solid training outcomes.
The Director of the Tianjin Maritime Safety Administration welcomed the attending experts and trainees, introducing the thorough preparations made by the Tianjin Maritime Safety Administration for this training course, as well as Tianjin's rich historical and cultural heritage rooted in water and maritime transport. He stated that the Tianjin Maritime Safety Administration actively integrates into local development and is promoting policies and measures to support the crew industry, attracting crew-related resources to gather and develop in Tianjin.
As the first senior auditor qualification training held after the implementation of the revised "Regulations on the Management of Auditors for the Crew Training Quality Management System of the People's Republic of China," this training course introduced a simulated audit module for the first time. The Tianjin Maritime Safety Administration will fully leverage its advantages in expert resources, crew evaluation centers, and other software and hardware conditions in the field of crew management to meet trainees' needs for theoretical knowledge and practical skills in auditing the crew training quality management system. This will help enhance trainees' abilities to identify problems, analyze issues, and organize and implement audits, ensuring high-quality audit work and laying a solid foundation for building a high-quality crew team.
