This paper focuses on the strategy and practice of Tangshan City in Hebei Province to promote the high-quality development of marine economy by relying on port advantages. The article takes the busy scene of Tangshan Port Jingtang Port area as the starting point, and points out that the port is the leader of marine economic development. Tangshan City has promoted the integration of port production and land-sea linkage by accelerating the construction of 12 port projects, cultivating new business forms such as shipping services, improving the collection and distribution system (such as deepening cooperation with Shanghai Port and encrypting routes), and strengthening the construction of inland ports to build international sea-land channels. In the first quarter, the cargo throughput of Tangshan Port exceeded 0.2 billion tons, up 3.67 year on year, with remarkable results. At the same time, the article takes the intelligent manufacturing project of the iron tower in the Seaport Economic Development Zone as an example, and shows how the port industry development model of "front port and back factory", "local materials, and nearby transformation" can effectively reduce the logistics cost of enterprises and extend the coastal industrial chain. 　　“原料送到企业门口，是物流的无缝衔接，更是唐山市港口与产业联动的生动注脚。”唐山市海洋口岸和港航管理局副局长罗同祯介绍，唐山正加快港产融合、陆海联动，推动腹地、近岸、海洋一体谋划，港口、产业、城市一体发展，不断激活高质量发展“蓝色引擎”。

　　推动海洋经济高质量发展，港口是龙头。近年来，唐山加快推进12个港口项目建设，培育发展航运服务、航运金融等业态；完善集疏运体系，深化与上海港合作，进一步加密内外贸航线；依托冀蒙、京哈等铁路干线，强化内陆港建设，构建覆盖西北、连通蒙俄的国际海陆通道。一季度，唐山港完成货物吞吐量超2亿吨，同比增长3.67％。

　　在唐山海港经济开发区，河北扩疆铁塔制造有限公司50万吨铁塔智能制造项目依港兴产，延伸沿海“产业链”。“我们尝到了‘前港后厂’的甜头。”项目技术总监马江桥说，项目原材料主要来自本地钢铁企业，部分产品销往中东、东南亚、非洲，“就地取材、就近转化”的模式大大降低企业物流成本。
