Tianjin Xinang Maritime Safety Administration organized a seminar to discuss safety management of ship-loaded break-bulk cargo.
To continuously deepen the comprehensive safety management of breakbulk cargo transportation, establish a multi-party collaborative control system, ensure the stability of the supply chain for key materials, and effectively contribute to the high-quality development of the "Belt and Road" initiative and coordinated development of the Beijing-Tianjin-Hebei region, Tianjin Xingang Maritime Bureau organized a safety management exchange seminar on breakbulk cargo transportation. Nearly 30 enterprise representatives, including port operators, shipping companies, ship inspection organizations, equipment manufacturers, cargo owners, ship owners' mutual insurance associations, and units responsible for lashing and open-flame operations within the port, attended the meeting.

The organization of this seminar serves as not only a safety risk judgment session and frontline experience sharing meeting, but also a pragmatic dialogue session addressing corporate demands and solving bottleneck problems. It aims to unite consensus on safety and establish a new framework for collaborative governance of breakbulk cargo transportation. During the meeting, Tianjin Xingang Maritime Bureau conducted a systematic evaluation of the operational effectiveness of the "Maritime + Port" collaborative mechanism for ensuring the smooth transportation of key materials. Combining regulatory data and hazard cases from the past five years, the bureau conducted in-depth analyses and predictions on prominent safety risks in areas such as breakbulk cargo loading and securing, deck large-object transportation, and ship-to-shore cross operations. The meeting successively announced a special rectification plan for the key issues of ships operating in confined spaces and outlined strict safety supervision requirements for open-flame operations within ports. It also officially launched the credit evaluation mechanism for lashing and securing. Safety reminders, meticulously compiled in the booklet "Ten Dos and Don'ts for Open-Flame Operations Within Ports," were distributed to participating units, while open-flame operation units signed safety commitment letters on-site, solemnly pledging to standardize construction and strictly adhere to safety boundaries.
The discussion and exchange session of the seminar was pragmatic and lively. Tianjin Port First Stevedoring Company shared mature management experiences in controlling the entire process of breakbulk cargo loading and unloading and preventing onsite personnel injuries during terminal operations. COSCO Shipping Specialized Carriers introduced practical measures for dynamic risk prevention and control during the transportation of large deck cargo based on the specific characteristics of large long-distance shipments. Technical experts from the classification society explained in detail the technical conditions and inspection requirements for deck cargo and large cargo transportation from a practical perspective. Representatives of equipment manufacturing companies directly addressed the realities of export business and expressed demands for optimizing collaborative guarantees. The ship owners' mutual insurance association analyzed accident causes using typical claims cases involving breakbulk cargo ship damage, cargo losses, personnel injuries, and ship fires, sharing suggestions for frontend risk control and insurance claims handling. Participants actively shared their thoughts, exploring topics such as source control of breakbulk cargo, ensuring smooth transportation of key foreign trade materials, and offered constructive advice, achieving fruitful results through discussions.

Going forward, Tianjin Xingang Maritime Bureau will promptly summarize and consolidate the outcomes of the meeting, adhering to a dual focus on regulation and service, continuously optimizing onsite regulatory measures and convenient service initiatives. The bureau aims to precisely prevent and resolve various safety risks associated with breakbulk cargo transportation, firmly uphold the safety bottom line in maritime traffic, and make every effort to maintain the stable safety situation of maritime traffic in the jurisdiction.
