The Municipal Party Committee Finance and Economics Commission held a meeting on the afternoon of April 22 to deeply study and implement the spirit of the Fourth Plenary Session of the 20th CPC Central Committee and the important speech of General Secretary Xi Jinping during his inspection in Shanghai. The meeting focused on the construction of a modern industrial system and the development of a modern logistics system during the "15th Five-Year Plan" period. Chen Jining, Secretary of the Municipal Party Committee and Director of the Municipal Party Committee Finance and Economics Commission, presided over the meeting and delivered a speech.

Efforts should focus on strengthening high-end leadership, building an industrial ecosystem, enhancing foundational capabilities, improving labor productivity, and creating distinctive brands. Accelerating the advancement of new industrialization and constructing a modern industrial system are key priorities. Effective quality improvement and reasonable quantitative growth should be pursued, aiming to master core links of the industrial chain and occupy high-end positions in the value chain, driving the overall optimization and upgrading of industrial and supply chains in the Yangtze River Delta region. The focus should be on creating world-class high-end industrial clusters, identifying strategic directions, leveraging comparative advantages, supporting leading enterprises in vertical integration of the industrial chain, and promoting specialized development in various districts to better integrate with the Yangtze River Delta. Comprehensive planning should be undertaken for technological breakthroughs and application of results in key areas such as integrated circuits, biomedicine, and artificial intelligence, enhancing the security and resilience of the industrial chain. The implementation of industrial cost reduction and efficiency improvement actions should continue. Adapting to trends in industrial revolution and changes in consumption structure, new manufacturing supply should lead new consumption demand, and efforts should persist in building the "Shanghai Manufacturing" brand. Challenges in constructing a modern industrial system should be addressed, accelerating the transformation and upgrading of traditional industries, promoting the development of productive service industries, revitalizing inefficient industrial land, cultivating world-class enterprises, and improving talent support and guarantees. Responsibility implementation should be strengthened, assessment and evaluation deepened, and efforts should be made with a spirit of perseverance to optimize industrial layout, spatial layout, specialized development, and industrial ecosystem cultivation. Agile actions should continuously optimize and improve work promotion methods and forward-looking work deployment, accelerating the integration of intelligent, green, and collaborative development.
The meeting emphasized that logistics plays a fundamental and supportive role in production, distribution, circulation, and consumption, and is closely related to Shanghai's construction of the "Five Centers." Efforts should be made to accelerate the construction of a modern logistics system with multi-level connections and efficient operations, characterized by "channels + hubs + networks." Logistics services should be transformed towards lean, networked, and intelligent directions. Logistics planning and layout should be improved, addressing shortcomings in high-level and specialized storage facilities, and enhancing logistics management quality and efficiency. The efficiency of the logistics system should be improved by establishing evaluation systems, strengthening industry upgrades, cultivating leading enterprises, and accelerating digital, intelligent, and green transformations. Institutional innovation should be deepened, multimodal transport should be vigorously developed, the proportion of "water-to-water transshipment" should be increased, sea-rail intermodal transport organization should be optimized, and international aviation hub construction should be strengthened, comprehensively improving the efficiency of integrated and intensive logistics operations. Comprehensive logistics service integrators should be cultivated, continuously strengthening global supply chain management functions.
