Promote capacity expansion and quality improvement in the service sector, and enhance the comprehensive competitiveness of modern logistics.
The State Council recently issued the "Opinions on Promoting Capacity Expansion and Quality Improvement in the Service Industry" (referred to as the "Opinions"), which clearly states the commitment to simultaneously expand capacity and improve quality, coordinate development and regulation, strengthen weak links in the production service industry across the entire chain, improve the policy support system, and enhance the digitalization, standardization, integration, and internationalization of the service industry. The goal is to achieve a total service industry scale of 100 trillion yuan by 2030, cultivate more "China Service" brands, and significantly enhance the global competitiveness and influence of the service industry.
Focusing on enhancing the comprehensive competitiveness of modern logistics, the "Opinions" propose improving the multimodal transport system and promoting the implementation of "single document" and "single container" systems; vigorously developing rail-water intermodal transport and accelerating the shift of bulk cargo and medium-to-long-distance freight transport from road to rail and water; expediting the transformation of railway freight into railway logistics, and improving industry rules for railway dispatching, clearing, and connectivity; vigorously developing international maritime and air transport services; accelerating the cultivation of integrated logistics service providers to strengthen resource allocation and supply-demand matching. In the warehousing sector, the "Opinions" propose promoting the renovation and upgrading of outdated logistics warehousing facilities, exploring the revitalization and utilization of idle facilities and railway freight stations, and advancing the construction of distributed warehousing facilities.
Focusing on enhancing the support and guarantee capabilities of infrastructure, the "Opinions" clarify the need to revitalize and effectively utilize various existing resources; accelerate the construction of urban parking and charging/swapping facilities, and promote the renovation and upgrading of outdated equipment; systematically advance the construction and functional enhancement of national logistics hubs, and optimize the layout of overseas warehouses. Regarding the acceleration of service industry standardization, the "Opinions" propose speeding up the formulation of service standards for new and integrated business models such as low-altitude services.
