Hebei Maritime Safety Administration Expands the "Province-wide Processing" List Again

The Hebei Maritime Safety Administration recently officially released the second batch of the "Province-wide Processing" item list. Starting from September 1 this year, 24 high-frequency maritime administrative items, including ship registration, crew certificate processing, and shipborne dangerous goods declaration, will achieve "Province-wide Processing," marking the administration's optimization of the maritime business environment towards broader fields and deeper levels.

Administrative processing limited by jurisdiction and geographical restrictions, resulting in multiple trips and back-and-forth runs, has long been a prominent issue troubling enterprises and the public. To address these bottlenecks, on July 8, 2025, the Hebei Maritime Safety Administration took the lead in implementing the first batch of eight "Province-wide Processing" maritime administrative items, including the issuance of crew competency certificates and ship document endorsements, fully transforming the traditional localized and back-and-forth processing model. Over the past year, the first batch of "Province-wide Processing" maritime administrative services has cumulatively handled over 2,400 cases, reducing the average processing time by 37%, decreasing the number of trips for the public by 2,400, and saving administrative counterparts over 480,000 yuan in institutional operating costs, effectively opening a "barrier-free channel" for maritime administrative services within the province.

The newly added 24 administrative service items will achieve "nearby processing and online-offline joint processing." Applicants can submit their applications at any window of the five "Province-wide Processing" administrative service stations located at the Hebei Maritime Safety Administration Service Center, Qinhuangdao Maritime Safety Administration Service Center, Tangshan Maritime Safety Administration Service Center, Cangzhou Maritime Safety Administration Service Center, and Caofeidian Maritime Safety Administration Service Center, and enjoy convenient online and offline services.

The Hebei maritime departments implement an "online full-process processing + assistance and guidance" model for online services, allowing matters to be completed through online approval and direct certificate mailing. For offline services, they adopt an "assistance and guidance + collection and transfer" model, relying on a processing mechanism of "nearby acceptance, remote review, mutual recognition of results, and synchronized certification issuance," ensuring that applicants enjoy "one-window processing and province-wide coordination" public-benefit services.
