The on-site observation and exchange activity for the "Zero Discharge" initiative of ship water pollutants at ports in Fujian Province was held in Putian.

On September 22, the on-site observation and exchange activity for the "Zero Discharge" action of port and ship water pollutants, jointly organized by the Fujian Maritime Safety Administration, Fujian Provincial Department of Transportation, Fujian Provincial Department of Ecology and Environment, and Fujian Provincial Department of Housing and Urban-Rural Development, was successfully held in Putian. Leaders and heads of relevant departments from provincial-level agencies, leaders in charge from coastal cities in Fujian Province, the Pingtan Comprehensive Experimental Zone Management Committee, and heads of transportation, port, ecology, housing, and maritime units participated in the event.

By the end of 2024, the Fujian Maritime Safety Administration, Fujian Provincial Department of Transportation, Fujian Provincial Department of Ecology and Environment, and Fujian Provincial Department of Housing and Urban-Rural Development will jointly issue a document to deploy the "Zero Discharge" action for port and ship water pollutants. This action aims to strengthen "full-chain" closed-loop management, strictly prohibit the discharge of ship water pollutants in Fujian's port waters, promote the installation of ship water pollutant reception facilities at ports and terminals, build a comprehensive public reception, transfer, and disposal system, and achieve "zero discharge, full reception, and full supervision" of ship water pollutants in port waters.

This observation and exchange activity summarized and promoted practical experiences and good practices in the "full-chain" management of ship water pollutant reception, transfer, and disposal. It encouraged cities to benchmark against advanced practices, identify gaps, and address shortcomings, further consolidating and expanding the achievements of the "Zero Discharge" action for port and ship water pollutants, contributing to Fujian's leadership and exemplary role in building a beautiful China.

The observers visited the Shimen'ao operation area in the Xiuyu Port Area of Putian, where they gained an in-depth understanding of the overview of the "Zero Discharge" action for port and ship water pollutants in Fujian Province and the practical achievements of the "Zero Discharge" action in Putian Port. They also learned in detail about the establishment of the "full-chain" reception, transfer, and disposal service system for ship garbage, domestic sewage, and oily wastewater in Putian Port.

The observers attentively listened to an introduction about the intelligent reception device for ship domestic sewage, watched the full-process operation of domestic sewage reception and transfer for the berthed ship "Ming Le 2," and engaged in in-depth exchanges with dock staff and on-site operation supervisors to gain a detailed understanding of facility operations, operational standards, and supervision processes.

At the event site, Vice Mayor Zhang Bosong delivered a welcome speech on behalf of the Putian Municipal Government. The Fujian Maritime Safety Administration reported on the progress of the "Zero Discharge" action in Fujian Province. Putian City shared its overall work experience with the "Zero Discharge" action. The Ningde Municipal Housing and Urban-Rural Development Bureau and the Xiamen Port Management Bureau Zhangzhou Coordination Center shared their experiences and practices, focusing on their respective functional areas.

The Fujian Provincial Department of Transportation, Fujian Provincial Department of Ecology and Environment, and Fujian Provincial Department of Housing and Urban-Rural Development, based on their respective functions, made special work arrangements for the next phase of ship water pollution prevention, facility upgrades, chain system improvement, and implementation of local responsibilities in Fujian Province.

Deputy Director Zhang Xiangshang of the Fujian Maritime Safety Administration delivered a concluding speech, affirming the achievements of the "Zero Discharge" action, analyzing existing problems and shortcomings, and making comprehensive arrangements to improve the institutional system, streamline the governance chain, deepen departmental collaboration, and promote intelligent supervision to further consolidate and deepen the "Zero Discharge" action.

Zhang Xiangshang emphasized that all cities and relevant departments in Fujian Province should adhere to the principles of ecological priority and green development, using this on-site observation and exchange as an opportunity to learn from each other and complement each other's strengths. They should aim for the goal of "zero discharge, full reception, and full supervision" of port and ship water pollutants, enhance the reception and disposal capacity of ports and terminals, and accelerate the establishment of a "full-chain" closed-loop management system from onboard classification and storage to onshore reception and disposal. Efforts should focus on improving long-term mechanisms to form a comprehensive governance framework that is well-planned, seamlessly connected, efficiently operated, and effectively supervised, contributing more "Zero Discharge" efforts to the high-level construction of a beautiful China pilot zone.
